lol its okay we all gotta start from somewhere:D its under the toolbox ( where all the tool icons are) you must have the Text tool selected for the text tool settings to become active under it, in there you will find the "text to path". unless you played around with your default settings, you could go to the dialog menu thats above your image then go to tool options and like i mentioned before select the text tool for the settings to show.
